[1] Take a new file of 400 pixels, 400 pixels, of resolution
72 dpi and in the RGB mode.
[2] Fill it with the black colour as in the image below.
[3] Type any text which you want to take I have taken this one.
[4] Press Cntrl+A and then Cntrl+Shift+C to copy merged and
make a new channel paste it.
[5] Goto Filter>Blur>GussianBlur and use these settings.
[6] Your image will be like this.
[7] Goto Filter>Pixelete>Colour Halftone and use these
settings which are given below.
[8] Click on the Alpha channel with the Cntrl

will be appeared.
[9] Make a new layer.
[10] Fill the colour in it and your image will like this.
[11] Make the background of white colour.
[12] Make the text of black colour.
[13] Goto Blending Options and use these settings.
[14] Use the Blending Options>Bevel & Emboss of these
settings.
[15] Use the Blending Options>Outer Glow and apply these
settings.
[16] You final image will be like this.
