dpi in the RGB mode.

[3] Go to Filter>Noise>Add Noise
aaply the following settings.
[4] And go to Filter>Blur>Radial Blur
apply the following
settings.
[5] Press Cntl+F, so far your background design
should look
like this.
[6] Use the Type tool to create your text .
[7] Write any text with the white color I have taken this one.
[8] Go to Blending Options apply these
settings to give it a
real look.
[9] Your image should be look like this.
[10] Make the copy of layer Text.
[11] Go to Blending Options
apply these settings.
[12] Here is your final image.
